Various application programs along with hardware system are used to perform this work. Operating System is a software which manages and control the entire set of resources and effectively utilize every part of a computer. The purpose of an operating system is two provide a uniform and coordinated access to system hardware, and to provide services to application software running on the OS. Imagine multiple programs running concurrently (and try to imagine how that could even happen without an OS), each trying to send messages on the system ethernet interface. One program tries to send a packet somewhere, and the other tries to receive a response from some previous query. Without an OS there is nothing to make sure the traffic flows to and from the application software. The received data needs to get to the process that initiated the connection or made the query. And how does each application know what IP to use for sending and receiving data? And, should every single application have to implement all of the code for all of the possible hardware that it might touch on any system that could possibly run it? The OS is responsible for providing these services, like multitasking and the associated memory management, file systems, network access, inter process communications, and a huge list of other services. The goals of the OS should be to provide those services and hardware abstractions in the fastest, smallest footprint possible. It should be able to provide the exact services needed by all of the applications it supports, with as little overhead as possible.
